In administrative penalties imposed by administrative agencies that involve monetary payment obligations, there is always a notification stating: "If not paid by the due date, an additional penalty of 3% of the fine amount will be imposed daily." In judicial practice, different administrative agencies, based on the same laws, have made varying regulations regarding whether a separate decision for additional penalties is required and what procedures should be followed to make such decisions. People's courts in various regions have also issued different judicial rulings on the enforcement applications for additional penalties from administrative agencies. Therefore, the author believes it is necessary to sort out and analyze the legal application of additional penalties to provide some reference for non-litigious administrative enforcement.

On December 31, 2024, Zhongcheng Qingtai Jinan Office received a letter of appreciation from the Jinan Municipal Bureau of Natural Resources and Planning. The letter highly recognized and thanked the advisory team composed of four lawyers: Zhao Kaiyong, Dong Guoai, Liu Xiaoyi, and Wu Xiaozhu, for their outstanding legal services over the past year, and extended New Year blessings.
Looking back over the past year, the four lawyers achieved significant work results. In terms of government information disclosure review, the team strictly reviewed over 1,000 government information disclosure responses and participated in drafting the work specifications for government information disclosure handling. At the same time, the team actively participated in and assisted in handling land expropriation-related administrative reconsideration litigation cases, ensuring that cases were handled in accordance with the law and regulations. In addition, the team was deeply involved in discussions on various decision-making matters, providing risk assessments and legal advice to support the scientific, democratic, and lawful nature of decision-making. The advisory team of Zhongcheng Qingtai Jinan Office also assisted in reviewing normative documents, participated in hearings related to administrative penalties, and assisted in handling legal affairs related to the withdrawal of exploration rights.
Receiving the letter of thanks from the Jinan Municipal Bureau of Natural Resources and Planning is an affirmation of the legal service work of Zhongcheng Qingtai Jinan Office and a recognition of the team's professional capabilities and dedication.
