On January 14, 2025, the first session of the Data Innovation Forum and the Intent Communication Meeting for the Construction of Trusted Data Spaces was held in the conference room of Zhongcheng Qingtai Jinan Institute. This meeting was organized by the Shandong Data Element Innovation and Entrepreneurship Community, and co-hosted by Shandong Zhongcheng Qingtai Jinan Institute and Shandong Data Trading Co., Ltd. The meeting was chaired by Hao Bin, a partner at Zhongcheng Qingtai Jinan Institute, with over 40 experts in the field of data research, legal experts, and business leaders in attendance.

The meeting was hosted by the Shandong Data Element Innovation and Entrepreneurship Community, organized by Shandong Zhongcheng Qingtai Jinan Institute and Shandong Data Trading Co., Ltd. The meeting was chaired by Hao Bin, a partner at Zhongcheng Qingtai Jinan Institute, with over 40 experts in the data field, legal experts, and business leaders in attendance.

Du Wentang, the director of the management committee of Zhongcheng Qingtai Jinan Institute, delivered a welcome speech, stating that they would leverage their professional advantages to jointly promote data compliance and the development of the digital economy with community members.

Han Zhengye, CEO of the core operating institution of the Shandong Data Element Innovation and Entrepreneurship Community, delivered a speech, stating that data compliance plays a crucial role in the construction of a strong digital province in Shandong. Shandong Province has effectively ensured data security, improved data quality, strengthened data governance, and promoted data sharing through measures such as improving regulations and systems in the data field, constructing an integrated data resource system across the province, and promoting big data innovation and application, thereby enhancing legal compliance and social trust. Han Zhengye presented the "Outstanding Contribution Award for Data Compliance" plaque to Zhongcheng Qingtai Jinan Institute on behalf of the community.

The theme of this event is "Scientifically Constructing Data Space and Regulating the Development of Digital Economy." Zhang Guoyan, Executive Vice President of the Shandong Blockchain Research Institute, elaborated on the connotation and exploratory practice of "Trustworthy Data Space," detailing the concept, framework construction, and exploration and practice in different fields.Trustworthy Data Space, aims to promote the efficient docking and sharing of data resources in a secure, transparent, and trustworthy manner, thereby enhancing the overall competitiveness of the industrial ecosystem.Data Infrastructure. Li Ye, Director and Dean of the School of Economics and Management at Qilu University of Technology, explained the "Current Status and Prospects of Data Element Development," analyzing the development and prospects of the data element market from three aspects: the current status of data element development, challenges in data element development, and opportunities for data element development.

Lawyer Hao Bin from Zhongcheng Qingtai Jinan Institute presented a report on "The Practice and Prospects of Data Compliance," summarizing the work and achievements of the Zhongcheng Qingtai data team over the past year in data compliance, especially in the area of data resource entry, while also looking forward to the future direction of data compliance.

Liu Xintian, Secretary-General of the Expert Advisory Committee of the Data Innovation Community, delivered a report on "Data Space Construction & Data Element Valuation," analyzing the necessity and urgency of data space construction, as well as the important position and role of data elements in the market. He interpreted relevant policies for the construction of trustworthy data space and proposed basic ideas and plans for space construction.

The event also released two achievements: "Basic Knowledge and Practice of Data Circulation" and "Legal Service Product Manual for Data Compliance," providing basic guidance for the processes, mechanisms, and risk prevention of data circulation, and offering referable legal service products for compliance services in the data industry, which helps promote the healthy development of the digital economy in our province.

This event focused on key issues in data space construction, engaging in specialized, high-quality, and in-depth exchanges and discussions, which received full recognition from the participants. Moving forward, our institute will continue to work with the Data Innovation Community to promote data space construction and advance the development of the digital economy.
